Title Motion to Renew Annual Contract for Storm Debris Removal with Ceres Environmental Services, Inc. and Crowder Gulf, LLC (Event No. 3706)
Description Recommend approval to renew an annual contract for storm debris removal with Ceres Environmental Services Inc. (primary) and Crowder Gulf, LLC (secondary). Total costs will vary due to the nature and severity of disaster events. The services are used in preparation for and recovery from major debris generating disaster events. The method used for this procurement was the request for proposal, which evaluates criteria in addition to costs. Proposals were evaluated on the basis of experience and qualifications, methodology of providing debris management services, references, responsiveness, and fees. As part of this procurement and in accordance with federal procurement standards as promulgated by 2 CFR 200.321, the City undertook affirmative steps to assure that minority business, women’s business enterprises, and labor surplus area firms are used when possible. This contract was previously awarded to a tertiary vendor, Ashbritt, Inc., as well; however, Ashbritt, Inc. declined to renew the contract for the final term. This fourth and final available renewal option. The contract term will be from October 26, 2017 through October 25, 2018.
