30. Motion to Authorize the City Manager to Procure Licensing for DUO Access Edition from DUO Security, Inc. in the Amount of $161,568 (Event No. 7440)
Strategic Priority
Good Government

Recommend approval to authorize the City Manager to procure licensing for DUO Access Edition and premier support from DUO Security, Inc. in the amount of $161,568. The Department of Information Technology (DoIT) will use this license for multi-factor authentication (MFA) that requires the user to enter a second form of validation in addition to a password at login. This is important to help protect against compromised users login credentials that would be used to exploit the City network and email system. Part of the Georgia Bureau of Investigation’s requirements for remote computer-aided design (CAD) access require MFA for remote access users. All police staff and fire staff that access CAD/RMS through air cards are remote access users. IT staff that access CAD remotely are required to have MFA in place to support PD staff and vendors that access the CAD/RMS network.  In addition, this practice of multi-factor authentication will be employed City-wide and will validate all users that access City networks remotely to utilize this process. MFA helps protect against compromised users login credentials that would be used to exploit the records management systems that contain the Federal Bureau of Investigations’ Criminal Justice Information Services information, particularly criminal histories.

This is a sole source because DUO Security is the only vendor to provide the DUO Security’s Two-Factor Authentication Solution which is only sold and distributed by DUO Security.

The contract term shall be from January 1, 2019 through December 31, 2020.
