Title
21. Authorize the City Manager to Execute a Construction Contract with BRW Construction Group, LLC for the Fairgrounds Housing Infrastructure Project in the Amount of $2,732,028.75. (Capital Projects)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

The Fairgrounds Housing Infrastructure Project is a critical component of the City's public-private partnership to redevelop the former Coastal Empire Fairgrounds into a mixed-use community centered on affordable workforce housing. While the overall redevelopment is being delivered by the City's development partner, this project is specifically for the public infrastructure improvements required to support the development.

The City of Savannah purchased the approximately 66-acre Fairgrounds property in 2016 with the goal of transforming the long-vacant site into a community asset. Following a competitive solicitation process in 2021, the City selected P3 Joint Venture Group (P3JVG) as the master developer. The approved redevelopment, known as Legacy Savannah, includes approximately 390 to 400 housing units consisting of single-family homes, townhomes, affordable senior apartments, and workforce housing, along with neighborhood parks, recreation facilities, commercial uses, and economic development opportunities.

Phase I of the redevelopment includes construction of 30 single-family homes and 20 townhomes. Phase II includes a 64-unit affordable senior apartment community. Additional future phases will continue the mixed-use redevelopment of the site. The City has also secured a $2.5 million OneGeorgia Rural Workforce Housing Initiative grant to help fund the sanitary sewer infrastructure necessary to support the project.

The Fairgrounds Housing Infrastructure Project consists of the public improvements necessary to provide sewer capacity and access for the entire redevelopment. The project includes construction of a new sanitary sewer pump station on the Fairgrounds property, approximately 7,500 linear feet of force main connecting to the City's existing sewer system, and improvements to Meding Street. These improvements are required to serve not only the initial phases of development but all future residential, recreational, commercial, and community uses planned for the site.

The bid was advertised, competitively solicited, and a pre-bid conference was held.  Procurement and Contracts received two responsive bids meeting the established minimum qualifications. The two responsive bidders were:

BRW Construction Group, LLC (Garden City, GA) (D) - $2,732,028.75

Vertical Earth, LLC (Rincon, GA) (D) - $3,147,821.25

 (D) = Non-local, Non-DBE
