This is to rescind award of one-time purchase for grit removal equipment from OldCastle Infrastructure, Inc. dba Hydro International in an amount not to exceed $1,660,000.

Following award of purchase for grit removal equipment at the City Council Meeting on September 10, 2026, there was a legal review of the procurement record, where the City identified post‑closing communications submitted by Principle Environmental on behalf of Oldcastle Infrastructure after the bid deadline of June 23, 2026. As these materials were not permitted under the competitive sealed bid requirements and may have influenced the evaluation process, the Procurement and Contracts Division has determined that the integrity of the competitive bidding process was impacted.

In accordance with guidance from the City Attorney’s Office and pursuant to O.C.G.A. § 36‑91‑21, the City is required to evaluate bids without discussions with bidders and must ensure all bidders are evaluated solely on information submitted prior to bid closing. Because this condition was unintentionally compromised, the Procurement and Contracts Division has determined best practice is to rescind the award and will resolicit the project to preserve the fairness and legality of the procurement process. The associated purchase order will be voided, subject to any existing contractual obligations.
