Description

Recommend approval to award a construction contract for the Hudson Hill Community Center building to Paul S. Akins Company, Inc. in the amount of $2,774,827.

The contract will be used to construct the new Hudson Hill Community Center at 2227 Hudson Street in the Hudson Hill neighborhood, more specifically at the Rebecca N. Gray Memorial Park.  This project provides a new community center of 4,800 square feet, replacing the previous 3,800 square foot community center that was demolished in September of 2019.  The new facility consists of classrooms, offices, a large assembly space with a commercial kitchen. Construction is anticipated to commence in November of 2021 and be completed within 10 months. 

Due to all bids being above the budgeted amount for this project, the City worked with the low bidder to value engineer the project and bring it in line with the approved budget. No significant changes to scope were made as a result of the value engineering effort.

Section 2-4061 states: The city manager is authorized, when time or economic considerations preclude re-solicitation of work of a reduced scope, to negotiate an adjustment of the bid price with the low responsive and responsible bidder, in order to bring the bid within the amount of available funds.

Paul S. Akins Company, Inc. has committed to meet the 20% DBE goal including a 10% LDBE goal set for this project.

The recommended primary proposer submitted DBE/LDBE participation at the subcontractor level in the amount of 4.9% using Henry Plumbing (1209 E 59th St. Savanna, GA), (M/WBE Certified), 4.7% using JT Maddox (1904 Delesseps Ave. Savannah, GA), (GDOT), 1.2% using Mastercraft Flooring (GA), (M/WBE Certified) 9.3% using Raymond Electrical (15762 Burkhalter Rd, Statesboro, GA), (SBA Certified).
