Recommend approval of a modification to the Engineering Agreement with Thomas & Hutton Engineering for the Jimmy DeLoach Connector 48-inch Water Main Relocation project in the amount of $325,600.  

This project will replace the existing 1,150-foot section of 42” I&D water main system built in the late 1940s.  The existing line has required numerous repairs and is in fragile condition.  This main is critical to supplying water to local industries.  There is no backup main to use in case of failure, and the industries themselves cannot rapidly shut down for lack of water without serious damage.  Approximately 900 feet of the replacement main was designed under Amendment 4, but not built as part of the larger project due to easement acquisition & scheduling issues.  The design of an additional 600 feet of main is required at this time to replace a section of the existing 42” main recently requiring repair.  Furthermore, the additional 600-foot extension will allow the old main to be wholly removed from the wetlands, the presence of which greatly complicates maintenance and repair efforts. Additional funds are necessary for the consultant to update the previous design work, assist in easement acquisition, design an additional 600 feet of 48” water main, and provide construction observation and overview services for the full project.

The original $63,500 contract was approved at the June 14, 2012 Council Meeting, total amount to date including this modification is $804,222
