Description

This is for City Hall Restoration Phase 2 with C.E. Garbutt Construction in an amount not to exceed $1,999,508. The overall interior restoration plan has been split between multiple phases.  Phase 2 will include the Bay Street entrance lobby, the rotunda first floor, and the building’s main stairwell between the first and second floors.  Phase 2 will also include enhanced security via a newly created screening area on the first floor southeast corner room.  Future phases (unfunded) will include the remainder of the rotunda and stairwell work upper and basement floors, restoration of remaining historic furniture for archives, stained glass dome cleaning, and exterior window replacements. 

 

This construction agreement is based on the Guaranteed Maximum Price (GMP) provided by C.E. Garbutt Construction Company that was developed during the Preconstruction Services portion of the contract.  Development of the GMP was based on an open book process and competitive bids were solicited from qualified subcontractors and vendors.  Phase I of the restoration work includes the entire 1st floor Archives area to create a new interpretive/museum space for visitors to City Hall as well as Council Chambers on the 2nd floor.

The project focuses on historic restoration and preservation including:

• Preserving the distinctive features, finishes, and construction techniques of the original building.
• Sensitively incorporating new features with the old in terms of design, color, and texture, and replacing old missing features.
• Addressing areas of visible degradation of historic materials within portions of the building’s public spaces.
• Addressing non-original installation of modern mechanical, electrical, plumbing, and technological upgrades.
• Focus on restoring the building to the period of 1906 while considering elements necessary for the municipal operations of today.
