19. Authorize the City Manager to execute Contract Modification No. 1 for construction services to Garney Companies, Inc. for the I&D Water Systems Improvements Project. This contract modification is for the Phase 1A Guaranteed Maximum Price of $69,919,146 (GMP for Phase 1A).

Description

The City of Savannah is experiencing unprecedented industrial development and residential growth, along with permit restrictions on groundwater use. Therefore, demand for water from the I&D Surface Water Treatment Facility has significantly increased in recent years and continued growth is anticipated. The City’s ability to remain the primary drinking water supplier to the growing Savannah region depends on the I&D Water Treatment Facility, which was originally constructed in 1946. To meet existing and future water demands as well as regulatory requirements, the I&D Water Treatment Facility must undergo the most significant upgrade in its history.  Planned capital improvements in the immediate improvements phase (Phase 1A) include expanded chemical storage and feed systems, complete rehabilitation of the sludge collection equipment, new electrical equipment at the raw water intake pump station, and upgrades to various aging infrastructure at the I&D Water Treatment Facility.  

 

The City staff will request award for additional design and construction work under Phase 1B and Phase 1C, which includes raw water pipeline repairs, two new elevated storage tanks in the distribution system, and construction of a new sedimentation basin for water treatment. 

 

Garney Companies, Inc.was previously awarded the pre-construction services contract in the amount of $700,000 and has worked with the City staff and the design engineering team (Hussey Gay Bell) to develop this Phase 1A GMP #1 proposal for construction. The total amount of the Garney Companies inclusive of Modification No. 1 is $70,619,146.  It is our intent to share updates on the project with City Council as the construction progresses into future GMPs and engineering design efforts.
