Description

Josh Yellin, Agent for Romy Coleman, Livco Furnishings, LLC, is requesting approval of a Special Use Permit to allow accessory alcohol sales by the drink in association within a restaurant. The parcel is located in the TC-1 (Traditional Commercial-1) zoning district which was established to ensure the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale harmonious with nearby residential neighborhoods. For the TC-1 zoning district, the sale of alcohol by the drink in association with a restaurant requires a special use permit. If approved, Code Compliance would address any enforcement issues.

The subject property is located within The Matadora, a mixed-use structure, located at 1512 Bull Street. The building includes commercial suites located on the first floor and residential apartments located within the upper levels. The proposed restaurants are in two commercial suites facing Bull Street with addresses 1504 and 1506 Bull Street. The subject parcel is a corner lot east of Bull Street and south of East 31st Street. The two suites proposed for the two restaurants connect internally through a shared kitchen where the chef and staff will cook for each of the establishments.

The special use provisions of the Savannah Zoning Ordinance are designed to allow the reviewing authorities to consider the establishment of uses in zoning districts, where the use may be appropriate but should not be allowed by right. The review criteria outlined in Section 3.10.8 are the standards for considering a special use. In review of the standards, it appears that the subject property and proposed use meet the requirements.

 

Recommendation

The Planning Commission recommends approval of the Special Use Permit requested by Josh Yellin, Agent for Romy Coleman, Livco Furnishings, LLC with conditions to allow accessory alcohol sales by the drink in association within the two restaurants at 1504 and 1506 Bull Street (PIN (PIN 20053 23013) under the following conditions: 

  1. The Special Use Permit shall be nontransferable.
  2. The hours of operation shall be:
  • Monday through Wednesday from 8:00 a.m. until 11:00 p.m.
  • Thursday through Saturday from 8:00 a.m. until 1:00 a.m.
  • Sunday, the operational hours would be from 10:00 a.m. until 10:00 p.m.
