Title 29. Motion to Procure Design Services for Lift Station 23 Upgrade and Force Main from Hussey, Gay, Bell, and DeYoung, Inc. (Event No. 6356) | |

Description Recommend approval to procure design services for Lift Station No. 23 upgrade and force main from Hussey, Gay, Bell, and DeYoung, Inc. in the amount of $1,116,875.00. This amount is based on the award of Tables A and B. Table A of the request for proposal was for concept report services, Table B was for force main design by the directional drill option, and Table C was for force main design by the direct bury option. Based on the proposals received, the Water and Sewer Planning and Engineering Department determined it was more cost effective to opt for the directional drill option (Table B). Lift Station No. 23 is located north of the SCAD Hive and south of the Oglethorpe Avenue on-ramp to the Talmadge Bridge. The design services for Lift Station No. 23 upgrade and force main will be used to provide an additional 2,000 gallons per minute of influent from the new City of Savannah arena, as well as commercial and residential development associated with the new Canal District. This project includes evaluating the performance and condition of the existing Lift Station 23 and designing any improvements necessary to handle the additional influent flow from the arena and Canal District. The most direct route for the force main is 6,200 linear feet to the east; however, the actual length of the force main may vary depending on determinations made during the concept design phase. The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The criteria used for this RFP were related project experience, project team, project approach, proposed schedule, fees, DBE vendor participation, and local vendor participation. This event had an open DBE goal with a maximum award of 15 points. The recommended proposer submitted DBE participation at the subcontractor level in the amount of 12.10% using Long Engineering (3.48%), Griffin & Davis (8.26%), and Brockington & Associates (0.36%) | |
