| Description This is to Execute Contract Modification No. 1 for Sludge Pond Dredging with Water Solve in an amount not to exceed $800,000. On June 26, 2025, Council approved the Sludge Pond Dredging contract to Water Solve in the amount of $1,400,839.44. Based on updated field measurements required to restore the pond to its original capacity, it is anticipated that a Contract Modification not to exceed $800,000 will be necessary to complete the project in accordance with the contract specifications. This request is considered a valid quantity overrun associated with sludge volumes exceeding the estimated quantities included in the original contract. The proposed unit rate remains consistent with the bid, and no discrepancies have been identified in the pricing structure. To further validate quantities, Water Solve conducted additional field measurements to refine the estimate of remaining sludge within the Wilshire Pond. Using a sludge judge methodology, the total estimated quantity is approximately 1,327 dry tons, including approximately 540 dry tons already removed. This revised estimate is lower than the previous projection, which was based on limited sampling, but remains significantly higher than the original bid quantity of 750 dry tons.The remaining sludge quantities were field-verified using the sludge judge method, with select observations performed in the presence of onsite inspection staff. Based on these findings, the estimated total dry tons are considered reasonable for the purpose of progressing the work and supporting this Contract Modification. Payment shall be based strictly on verified dry tons removed, in accordance with the contract unit price. No additional mobilization costs or adjustments to the unit rate are included in this change order. The additional work is anticipated to extend operations through the current contract end date to July 25, 2026.
