13. Authorize the City Manager to Execute a Contract for Sewer Lift Station Parts and Pumps with Xylem Water Solutions USA for up to $800,000 (Event No. 8443). The Original Equipment Parts are for Sewage-Lifting, Wet-Well Submersible Pumps and Component Parts in the 210 Sanitary Sewage Lift Stations Throughout the City Service Areas.
Strategic Priority

Recommend approval to execute a sole source contract for sewer lift station parts and pumps with Xylem Water Solutions USA(D) for up to $800,000.     

The original contract is for Flygt pumps and parts for the City’s lift stations, which include pumping, piping, mechanical, electrical, odor control and failsafe systems.  The systems must be operated and maintained to prevent station failures that cause wastewater and sewage spills on City properties and sewer back-ups into City homes and businesses.  The system also prevents spills to the waters of the State (violation of State Clean-Water Act). If these efficiencies are not met, health and public safety is put at risk and possible violation of the City’s State NPDES permit, which could also result in State EPD or Federal EPA consent orders and/or other penalties. The City presently has 210 operating lift stations, and this is a major work program to ensure continuous station operations. The anticipated parts and pump repairs will be required to maintain aging sanitary sewer lift stations through next year. 

The original contract was approved August 30, 2018 for $350,000. The 2020 contract renewal was for $800,000. The increase in the renewal is due to an increase in pump and motor operations, along with an increase of preventative maintenance and lift station part replacements.

The pricing structure of this agreement is only available to the City of Savannah Water and Sewer, Water Treatment Plant Operations, Storm Water or other City departments for direct purchase of equipment.  This is also extended to contractors and developers installing pumps and mixers in Savannah’s installations. 

This is a Sole Source contract because Xylem Water Solutions USA is the only vendor that can provide Flygt pumps and parts for the City’s lift stations.
