14. Authorize the City Manager to Execute a Contract with Stantec Consulting Services, LLC in an Amount Not to Exceed $492,500. The contract will encompass a range of services, including environmental assessments of properties, development of cleanup plans, grant management support, and reporting. The geographic focus of this grant-funded project includes the area between Habersham and Pennsylvania Ave north of Victory Drive, portions of the 37th St. / Victory Drive corridor, and neighborhoods in the west side of Savannah along Bay Street. Description

This contract is for the procurement of services from Stantec Consulting Services, LLC, in an amount not to exceed $492,500 in order to support the City's 2022 Environmental Protection Agency (EPA) Community-Wide Brownfield Assessment Grant project.

 

The City has been awarded the 2022 EPA Community-Wide Brownfield Assessment Grant. Brownfield refers to a property that faces challenges in terms of redevelopment or reuse due to the presence or perceived presence of hazardous substances, pollutants, or contaminants. The contract will encompass a range of services, including environmental assessments of properties, development of cleanup plans, grant management support, and reporting. The focus of the grant project will be on the east and west sides of Savannah, as well as the 37th Street/Victory Drive corridor connecting the two sides. The grant funds will be utilized to conduct environmental assessments of properties, develop cleanup plans for contaminated properties, and assist property owners in applying for EPA cleanup grant funding, where applicable.

 

The objectives of this work are:

  1. Identification and Assessment: The project aims to identify and assess properties containing hazardous contaminants within the designated areas.
  2. Cleanup and Redevelopment: The grant project seeks to promote the cleanup and localized redevelopment of these properties to meet the community's needs.
  3. Health Risk Reduction: By addressing environmental contaminants, the project aims to minimize risks to human health from potential exposure.

 

This endeavor builds upon the progress made under the FY18 EPA Brownfield grant previously awarded to the City. The current project represents a continuation of the City's commitment to addressing Brownfield sites and facilitating their transformation into safe and productive spaces. This RFP was advertised and scored based on the proposer's qualifications and experience, including support capabilities, methodology, references, fee proposal, and DBE participation.
