Recommend approval of Contract Amendment No. 5 with Kimley-Horn & Associates for consulting services for the DeRenne Avenue Improvement Project in the amount of $2,752,000.
The original contract was for consulting services for Project DeRenne Phase I, II, and III. This amendment is requested to provide replacement funding in the amount of $261,000 for Phase III due to an exhaustive Environmental Impact Statement by the Federal Highway Administration. Phase III included the completion of right of way plans. It also provides funding for Phases IV and V which will complete all design for the improvements to the Boulevard Section. $2,491,000 is needed for Phases IV and V to finalize pre-construction drawings, complete the Environmental Impact Statement, and finalize structural, geotechnical and stormwater/water/sewer plans for the Boulevard Section. A large portion of the work to complete this section of the project will also complete elements of the East and West DeRenne Avenue improvements that will be constructed later.
As part of Georgia Department of Transportation’s Plan Development Process (PDP), completion of right of way plans are required before federal funds for FY2021 can be accessed. The finalization of these rights of way plans and acquisitions must be completed in FY2021 or the City is at risk of losing $5,845,886 in federal funding for the acquisition of fight of way for this project. Right of way is expected to be authorized by the Georgia Department of Transportation in May 2021. Additionally, the Georgia Department of Transportation is in the process of re-authorizing $3,000,611 for engineering services associated with the project. These funds will require a 20% match and will mean a reimbursement to the City of $2,400,489.
The original contract was approved by Council on August 24, 2011, for $2,804,404, which was later modified on January 9, 2015 by Amendment No. 1 in the amount of $247,640, on September 17, 2015 by Amendment No. 2 in the amount of $92,523.05, on May 12, 2016 by Amendment No. 3 in the amount of $259,167, and on May 25, 2017 by Amendment No. 4 in the amount of $1,357,000. The total amount of this contract to date, including all amendments, is $7,512,734.05
