Staff recommends approval of Task Order No. 3 for the design phase services for the construction of the Phase I Air Cargo Apron located in the north aviation development area of the Airport. Construct Air Cargo Apron is a 2020 budget item and qualifies for AIP funding through the FAA. The consulting firm, AECOM Technical Services, Inc., was selected on May 1, 2019, from those consultants who submitted their qualifications. The professional services DBE goal for this project is 12%. A scope of work and detailed cost estimate in the amount of $253,005 were prepared by the consultant. The scope of work and request for fee proposal were sent to Crawford, Murphy & Tilly, Inc. (CMT) who were selected to prepare the independent fee estimate (IFE). The IFE consultant, CMT, submitted their fee proposal for the work on April 20, 2020, in the amount of $470,680. Staff recommends awarding AECOM Technical Services, Inc. the Construct Air Cargo Apron project. As mentioned above,  AECOM is one of our two on-call consulting firms selected through the Request for Proposal process pursuant to FAA guidelines. They were awarded this design phase of this proposed project due to their prior experience and institutional knowledge of this site.  They were the original design team for this site during the North Aviation Development project in 2011.
