18. Petition of Harley Krinsky to Change the Status of 301 Alice Street (PIN 20045 16001) from a Contributing to Non-contributing Structure in the Savannah Downtown Historic Overlay District. Aldermanic District 2. (File No. 22-005388-COA)

Description

The petitioner, Harley Krinsky, is requesting to change the status of the building located at 301 Alice Street (PIN 20045 16001) from a contributing historic structure to a non-contributing historic structure.  If approved, a text amendment will be made to remove the property from Figure 7.8-1A Savannah Downtown Historic District Contributing Resources Map.

301 Alice Street was constructed in the early 1950s and was added as a contributing building to the Historic Building Map in 2011 as a part of a group of 112 buildings.  By changing the status of non-contributing structure, the petitioner would be allowed more flexibility with the Savannah Downtown Historic District Overlay Ordinance such as demolition of the building.

Based on Section 2.6.2 of the Zoning Ordinance, the Savannah Downtown Historic District Board of Review has the authority recommendations to the Mayor and Aldermen regarding amendments to the contributing resources map.

Recommendation

On February 8, 2023, the Savannah Downtown Historic District Board of Review recommended approval to the Mayor and Aldermen to change the status of 301 Alice Street from a contributing to non-contributing structure because 301 Alice Street (PIN 20045 16001) does not show:

  1. The use of significant materials and

  2. Significant architectural features that read as automotive or the emergence of the automobile.

Based on this decision, 301 Alice Street does not meet the criteria for designation as a contributing building as provided in Section 3.17.4.a.i. of the Zoning Ordinance. 

If approved, a text amendment will be made to remove the property from Figure 7.8-1A Savannah Downtown Historic District Contributing Resources Map.
