11. Authorize the City Manager to Execute an Annual Contract for Tactical Emergency Casualty Care (TECC) Training with Rescue Training, Inc.(LOCAL) in an Amount Not to Exceed $99,750. Description

This contract is to procure tactical emergency casualty care (TECC) training from Rescue Training, Inc. in an amount not to exceed $99,750. The Savannah Fire Department will utilize this contract to teach and train personnel in TECC to improve active shooter and mass casualty responses. The TECC course is designed to present a strong foundation of topics, concepts, principles, and skills specific to delivering emergency medical care for patients in a civilian tactical environment. TECC focuses on medicine during phases of care and provides guidelines for managing trauma in the civilian tactical or hazardous environment. While TECC has a tactical slant, it takes an all-hazards approach to providing care outside the normal operating conditions of most EMS agencies, such as responding to a mass casualty or active shooter event. 

 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of the proposer's qualifications and experience, including support capabilities, technical capabilities, and references. Four proposals were received in response to this RFP. All proposals were reviewed and fully evaluated by a selection committee of City staff. The proposal was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days.
