Recommend approval to award an annual contract for financial monitoring services to William L. Kennemore, LLC in the amount of $27,285.00.  This action is being taken to provide federal and state required financial compliance review of the Coastal Workforce Development Board’s (CWDB) contractors and sub-recipients.

The recommended proposer will conduct a financial review that will ensure compliance with standards prescribed by the Workforce Innovation and Opportunity Act, related federal Office of Management and Budget circulars and regulations, and the applicable contract(s) or sub awards between the City of Savannah, CWDB and the contractor. This action impacts the department’s responsibility to fulfill its requirement to conduct an annual fiscal review.

The method of procurement used was the request for proposals (RFP) which evaluates criteria in addition to cost.  The criteria used for this RFP were qualifications and experience, technical capabilities, references, local vendor participation, and fees.  This project was not identified as an SBE project because the requirement of three certified SBEs could not be met at the time this bid was released.

The contract term shall be from March 28, 2019 through December 31, 2019.
