Description Recommend approval of Modification #1 in the amount of $973,739 to Preferred Materials' existing contract for Gwinnett Street Widening Project to include quantities associated with the overrun of quantities associated with the Remediation Work Plan. The Gwinnett Street Widening Project involves the widening of the existing two-lane roadway to a four-lane roadway. This project also includes the widening of the Springfield Canal, the construction of a new bridge to raise the existing roadway elevations and sidewalk and bike lane additions. This project will extend approximately 200 feet west of the Gwinnett Street and Stiles Avenue intersection. Gwinnett Street will be closed for the duration of construction and traffic will be diverted via detour. Due to existing environmental issues, a remediation workplace was provided for monitoring and testing during the construction. The Gwinnett Street Improvement Project has experienced unforeseen issues during the course of construction. These issues are from four main items identified by line item in the construction contract: Unsuitable soils were found in most of the area to be widened which included trash; The contaminated soils areas identified in the construction plans were much larger than anticipated; Excavation of these larger areas resulted in excess groundwater to be pumped and treated; Utility relocations required as a part of the project discovered other utilities not identified in the construction plans. City Lot is the epicenter of many of the utilities that have served the City of Savannah for many years and historical records did not identify them from utility surveys.
