Title 9. Authorize the City Manager to Execute a Contract Renewal for a Gunfire Detection System with ShotSpotter in the Amount of $220,142 (Event No. 5991)
Strategic Priority Public Safety
Description Recommend approval to renew an annual contract with ShotSpotter, Inc. (Newark, CA)(D) in the amount of $220,142. ShotSpotter is a gunfire detection system used by the Savannah Police Department (SPD) to aid in crime reduction. ShotSpotter provides accurate and real-time information regarding gunfire within the coverage area. The system can identify, record and locate gunshots and explosive events for up to a four square mile radius. Gunfire information is then pushed to communications and notifies law enforcement. ShotSpotter improves the SPD’s response and evidence collection outcomes while also providing an independent measurable process to calculate gunfire. The system also includes forensic analysis which can be leveraged during investigations and prosecutions. In 2020, 1,264 ShotSpotter Alerts were received. This accounted for 5,415 rounds fired. ShotSpotter allows officers to receive instantaneous notification of the GPS location where weapons were fired giving SPD the ability to respond directly to the location, significantly reducing response times. This aligns directly with the City's strategic goal of improving part-one call response. Total cost for 2020 was $212,587.50. This years's renewal includes a 5% increase. This is a sole source procurement because ShotSpotter, Inc. is the only vendor that provides this patent-protected technology. Police have been using this technology for six years. The contract was originally approved by Council on September 24, 2014 (D) Indicates a non-local, non-minority owned business.
