Recommend approval to execute a contract with CHA for civil engineering and design services.  This contract is needed for the Site Clearing Areas T, U, V and Parking Improvements Project.  The RFP for engineering services was advertised per City of Savannah procurement requirements. A pre-proposal conference was held on Monday, January 27th, 2020 and proposals were opened on Monday, February 10th, 2020. A total of six firms submitted proposals. A panel of staff reviewed each proposal with pre-defined criteria including: 1) Firm’s capability to perform the scope of work, 2) Firm’s recent experience in similar design and quality of previous projects, 3) Firm’s proximity to Savannah, 4) Evidence of DBE or affirmative action plan, and 5) the Firm’s proposal fee and demonstrated ability to control the project’s cost. Using scaled and weighted metrics, each panelists’ evaluation sheets were entered in a scoring matrix where each firm was scored based on overall points and criteria-based points. Final analysis of criteria, rankings, total awarded points, and ability of the firm to adhere to the projects rigorous design and construction schedule determined that CHA was the best firm for the project.
