Recommend approval of Contract Modification No.1 for repainting and repair of a water tank with E and D Coatings, Inc. for $143,230 at the I&D Water Plant.

The original contract was for the repainting of the water tank at the I and D Plant.  The tank holds 4.5 million gallons of potable drinking water and also serves as a back-up source in the event of an emergency repair in the system.  The original bid called for minor metal work and painting which is required to maintain structural integrity.  However, once the project began with sandblasting, the water tank showed significant damage more so than previously anticipated.  Pieces of metal began flaking off the roof of the tank and the metal pitting was in worse condition than initially perceived. 

In recognition of this new information, the contractor recommended the old paint be stripped down to the metal and observed holes and pitting areas be repaired on the water tank.  At this point, making the necessary repairs could extend the life of the water tank for years to come versus spending approximately $3-$5 million dollars to construct a new water tank. 

The original contract was bid and only received one response. It was awarded through the Savannah First Initiative and approved on November 24, 2020 by City Council in the amount of $116,500. The total contract amount to date including this modification is $259,730
