Harold Yellin, Petitioner (File No. 20-001996-ZA), is requesting to amend a previously approved Planned Development (PD) for the purpose  of amending existing development standards related to setbacks, definitions and height. The proposed amendments are in response to building design choices being made by the developer, which will respond to desires found in the current housing market now that the project is underway. It is typical in a Master Plan to adjust housing types and development standards throughout the course of the development due to the length of time that passes from inception of the project to complete buildout.

The proposed changes to the existing development standards do not substantially change the nature of the development. Since the Master Plan allows buildings of varying scales and heights, these changes will not likely impact other developable parcels within the Eastern Wharf Planned Development.

On May 19, 2020, the Planning Commission voted to recommend approval of the  petitioner's request to amend the Eastern Wharf Planned Development/Master Plan based on the findings identified in the staff report. The Zoning Hearing and 1st Reading for this agenda item were held on June 11, 2020.  A presentation about the rezoning was shared during Council Workshop on June 23, 2020.
