Description

The petition of Michael Garcia from LS3P Associates, Ltd. (Agent) on behalf of Brent Watts from Cabretta Capital (Owner) is to rezone 315 W. 38th Street (PIN 20065 25001) from TN-2 (Traditional Neibhborhood-2) to TC-1 (Traditional Commerical-1). The property is within the Streetcar Historic District and located on the south side of West 38th Street which is bounded by Jefferson Street, West 39th Street and Montgomery Street.

The property is the former site of St. Paul’s Academy for Boys, which closed in 2014. Prior to St. Paul’s, the site had historically operated as a school. The building was constructed in 1900 and is a contributing structure in the Thomas Square-Streetcar National Register Historic District. The applicant recently secured a COA (21-001950-COA) from the Historic Preservation Commission to rehabilitate structure into 27 apartments. The subject property was zoned TN-2 prior to the City-wide zoning in 2019.

The TC-1 district ensures the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale harmonious with nearby residential neighborhoods.

Recommendation

The Planning Commission recommends approval of the request to rezone property at 315 West 38th Street (PIN 20065 25001) from the TN-2 (Traditional Neighborhood-2) zoning classification to TC-1 (Traditional Commerical-1) zoning classification.
