Description

Notification of emergency purchase of fence for Bilbo Canal Drainage Improvement Project from JG Fence Company, LLC in the amount of $51,948.  This fence is will be used by the Public Works and Water Resources Department to install a fence along the Bilbo Canal.  Fencing along the canal is necessary along the western outer canal wall as well as other areas along the canal for safety and security. 

The City’s contractor working on the Bilbo Canal Drainage Improvement project has completed construction of the canal.  The City plans to issue substantial completion of the canal construction and will take over operation and maintenance of the canal.  A development agreement previously entered into by the City with Eastern Wharf Development (previously Savannah River Landing), indicates the City will provide a decorative fence along the western outer canal wall as well as landscaping,  Although it was estimated the contractor would maintain construction site perimeter controls for some additional amount of time while punch list items are completed and final acceptance issued, site logistics have changed leaving the site vulnerable to pedestrian traffic.  Fencing along the canal is necessary along the western outer canal wall (as defined within the development agreement) as well as other areas along the canal for security. Based on observed pedestrian traffic fencing must be installed to deter pedestrian access along the canal high vertical walls and flooded interior.

This vendor was selected because it was the first available to immediately respond.
