39. Authorize the City Manager to Execute a Contract for Electronic Control Upgrades at Three Stormwater Pumping Stations with Control Instruments in the Amount of $1,419,287. Upgrades at the Lathrop Avenue, Fell Street, and Springfield and Kayton stations will allow all pumping stations to communicate and staff to remotely monitor them. (Stormwater)

Description

This contract is to procure electric control upgrades from Control Instruments, Inc. in the amount of $1,419,287. The Stormwater Management Department will use these services to upgrade the electronic control system at the City’s Lathrop Avenue, Fell Street, Springfield, and Kayton stormwater pumping stations. The original controls were installed between 1977 to 2003. These Programmable Logic Controllers or PLCs and the associated SCADA (Supervisory Control and Data Acquisition) software are now at the end of their lifespan. The controls ensure flood control is maintained for the City.

 

The DeRenne Avenue pumping station has already had a replacement of and Montgomery Cross Road stormwater pumping station is in the process of having replaced the failing PLCs, associated SCADA software and computers with Contol Instruments, Inc. This is a sole source procurement because the vendor provided a cost effective estimate and has already replaced the components for the DeRenne Avenue pumping station and is in the process of replacing the components at the Montgomery Cross Road station. Additionally, using the same vendor will create stability and the ability to communicate with each other and allow staff to remotely monitor the pumping stations. Delivery: As needed. Terms: Net 30 days.
