Recommend approval to renew an annual contract for civil design engineering services with Wolverton & Associates in an amount not to exceed $200,000.00. These services will be used for various construction projects on an as-needed basis.

Proposals were evaluated on the basis of qualifications and experience, methodology, references, MWBE participation, local vendor participation, and fee proposal. The fees were based on hourly rates of various necessary positions for the engineering services including principal engineer, senior engineer, junior engineer, administrative assistant, field investigator, CAD technician, project administrator, and others. The average hourly rate for Wolverton & Associates is $105.18 per hour.

The MWBE goal for this proposal was 18% (8% MBE and 10% WBE). The recommended proposer submitted participation of 22% MWBE. MBE participation will be in the amount of 10% using Coastline Consulting Services (Pooler, GA) in the amount of 6% and Sykes Consulting (Savannah, GA) in the amount of 4%. WBE participation in the amount of 12% using Mandel Design, LLC (Chatham County, GA) in the amount of 3% and Long Engineering (Atlanta, GA) in the amount of 9%.

This is the first of four renewal options. The contract term will be from January 4, 2018 through December 31, 2018.
