Description Recommend approval of Contract Modification No. 2 for the DeRenne Stormwater Pump Station electronic controls upgrade with Kapsch TrafficCom North America. This modification is for time only. The original contract was for the replacement and upgrading of the DeRenne Stormwater Pump Station’s master computer controllers. The master computer controllers regulate how much water the station pumps. The station’s pumping capacity of 858,000 gallons per minute prevented severe flooding during Hurricanes Matthew and Irma by pumping a combined total for both events of over 7 billion gallons of rainwater. However, because of its advanced age, the station required constant attention and monitoring by Stormwater Department. The programmable logic and master computer controllers for the 11 pumps in the station are nearly 25 years old and require frequent repair. These controllers are over 20 years old and are no longer economical to repair. This contract was originally approved by City Council on January 3, 2019 in the amount of $462,834. This contract also included a DBE goal of 18%. The awarded contractor submitted DBE participation at the subcontractor level in the amount of 28.8% using two non-local, DBE-certified subcontractors, Intellectual Concepts and Key Engineering Group, LTD. This contract modification is for time only. It will increase the contract completion date by 18 calendar days, due to the change of the location for the network server. The network server will now be located in the upper level of the pump station, rather than the SCADA control room as originally planned. With this modification, the completion date is projected to be March 6, 2020. | |
