26. Authorize the City Manager to Execute an Annual Contract for Grounds Maintenance for Public Rights-of-Way with J. Corbett Enterprises, Inc. and SamJay Services, Inc. in the Amount of $1,572,203 (Event No. 7452)

Description

Recommend approval to award an annual contract to J Corbett Enterprises, Inc. in the amount of $1,286,315.40 and SamJay Services, Inc. in the amount of $285,887.60, for a total award in the amount of $1,572,203. The Greenscapes Department will use these services to maintain grounds on approximately 158 miles of rights of ways adjacent to streets and highways; 70 miles of medians and street rights of ways; and 101 miles of canals and ditches and their associated rights of way. The maintenance services will include mowing, edging, line trimming, leaf and debris removal, litter and trash removal prior to mowing, and the application of pesticides and herbicides to control weed and wild growth. Without a contract, the Greenscapes Department would not be able to adequately maintain these rights of ways with current staffing and resources. 

The locations of this event were broken down into three separate groups. Each group was awarded to the low bidder or bidders meeting the qualifications, reference, equipment, and experience criteria specified in the event. The groups were awarded as follows:

  • Group 1 – Awarded to J. Corbett Enterprises, Inc. in the amount of $1,045,721.60. This group includes rightsof-way adjacent to streets and highways. The contract is based on a three week rotation of 13 cycles during the growing seasons of April through November. In recent years, the City of Savannah has experienced warmer weather during these months and additional maintenance has been required.
  • Group 2 – Awarded to SamJay Services, Inc. as the primary vendor and J. Corbett Enterprises, Inc. as the secondary vendor in the amount of $285,887.60. This group includes median and adjacent rights-of-way. The contract is based on a two week rotation for 18 cycles during the growing seasons of April through November, and a four week rotation for 4 cycles during the non-growing seasons of December through March. Due to the unseasonably warm weather in the early months of the year, additional maintenance has been required.
  • Group 3 – Awarded to J. Corbett Enterprises, Inc. in the amount of $240,593.80. This group includes the maintenance of the canals and ditches. Additional miles are also included for hand maintenance of ditches and special requests.  

This event had a 20% DBE goal, of which half (10%) was to be met by a local DBE contractor. One recommended bidder, J. Corbett Enterprise, LLC, submitted DBE participation at the prime contractor level in the amount of 100%. The other recommended bidder, SamJay Services, Inc., submitted DBE participation at the subcontractor level using two local DBE-certified subcontractors, ED Trucking and JT Maddox.

The contract term will expire on December 31, 2020. This contract will have three additional available renewal options.
