Description

This is to execute Contract Amendment No. 2 to Hussey Gay Bell (HGB) for engineering and construction inspection services in the amount of $9,200,000 for the I&D Surface Water Treatment Plan Optimization and Expansion (Event No. 9962.) This monumental project will transform the City of Savannah and the region’s water supply. HGB has served as the lead engineer since the beginning of the project, working with Black & Veatch as the major subconsultant, along with other local and regional partners.

This amendment covers construction inspection and oversight services for the Phase I Water System Improvements Project, which began in January 2026 and is expected to last through summer 2027. This amendment also includes Engineering design and permitting services for the next phase of key process upgrades at I&D, including a new sedimentation basin, upgrades to the existing electrical and SCADA systems, new dewatering centrifuge, and two new elevated storage tanks in the distribution system. This Amendment also meets the City’s evolving needs in other areas, including additional support for the Georgia Environmental Finance Authority (GEFA) loan process and Engineering and Operations support. It is our intent to share updates on the project with City Council as the construction and engineering advance into future phases.

The total amount for this contract to include Modification No. 2 is $23,267,170.
