Recommend approval of Contract Modification No. 6 for the President Street and General McIntosh improvements project with McLendon Enterprises, Inc. in the amount of $2,290,536.52. 

The original contract was for roadway, storm drainage, and utility improvements to prevent roadway flooding along this critical evacuation route, to replace and upgrade essential large diameter water and sewer mains along the route, and to facilitate future development of adjacent properties. This contract modification is needed to construct a sanitary sewer lift station. Originally, a gravity sewer line was designed and constructed for this project; however, it became inoperable due to unforeseen settlement issues. The completion date for this project is August 31, 2020.

This contract was originally approved with a 17% MWBE goal (10% MBE and 7% WBE). To date, McLendon Enterprises, Inc. has achieved 19.02% MWBE subcontractor participation using SABE, Inc., Potter Construction, and Carroll and Carroll, Inc. McLendon Enterprises, Inc. has proposed that approximately 60% of the amount of this contract modification will be performed by Southern Civil, a certified DBE firm. The Office of Business Opportunity has confirmed with this DBE firm that it has agreed to participate as a subcontractor. 

The original contract was approved by Council on September 18, 2014 in the amount of $28,051,221.68. The total cost of this contract to date, including this modification, is $31,232,471.08.
