18. Authorize the City Manager to Execute a Contract for Repairs to the Existing Police Memorial Trail with Johnson-Laux, LLC in the Amount of $599,285 (Event No. 8272)
Strategic Priority

Recommend award of a contract for repair of existing Police Memorial Trail (Phase I of the Truman Trail) to Johnson-Laux Construction in amount of $599,285.00 . Police Memorial Trail has been closed to the public since 2016 due to major deterioration of the existing asphalt surface, posing a safety concern. Work consists of removing the existing deteriorated asphalt trail, stabilizing bank slopes and remediating wetlands where encroachment requires. Asphalt pavement will be replaced with concrete pavement and erosion control measures will be implemented as specified by code and by design drawings. Repairs will provide an ADA-compliant trail surface that will lower long-term maintenance costs and provide trail continuity in trail surface with the Truman Trail project. It will complete the connection between northern terminus of the Truman Trail 2B at Bee Road and 52nd Street and Daffin Park, providing access to recreation and connectivity to residents as part of the Tide-to-Town trail network.

The State of Georgia’s job-order contract will be used to perform this project to meet time constraints and City ordinance requirements. State of Georgia’s job-order contract is available for use by all State, City and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small-to medium-sized projects for repair, alteration, modernization, rehabilitation and minor new construction to infrastructure, buildings, structures or other real property. The State of Georgia used a competitive bidding process to select Johnson-Laux Construction to serve as a provider of these services for this region.
