This contract is for Body Cameras, Tasers, and Digital Evidence System with Axon Enterprises, Inc. in an amount not to exceed $696,001. The Savannah Police Department first contracted with Axon in 2018 for Body-Worn Cameras and Tasers. The contract is approaching expiration. A new contract has been negotiated, which will include several new benefits intended to enhance police transparency and efficiency. This contract will consolidate several components, which if broken into separate agreements, would be more expensive. In 2023, SPD must replace current Tasers, which have reached the end of their serviceable life, and replace them with Taser 7s. The new contract will incorporate additional Tasers for supervisors. The following Axon equipment and services will be bundled, reducing costs, and include:

1. Body Worn Camera Hardware, warranty, and TAP (Upgrade)

2. Respond+ GPS and Live streaming (New)

3. Unlimited Axon data storage in Evidence.com

4. (350) Taser 7 CEW Handles and comprehensive deliverables:(Increased Department total by (110))

5. Training and field cartridges

6. Batteries and docking stations

7. Taser 7 certification vouchers

8. Evidence.com licensing for all users

9. Signal side-arm hardware for activation of BWC w/ firearm (New)

10. 3rd Party video playback and UNLIMITED 3rd Party Data Storage in Evidence.com (New)

11. Axon Redaction Assistant – AI-based redaction (New)

12. Axon Auto-Transcription (New- unlimited)

13. CAD-Integration (Axon auto-tagging- upgraded)

The cost breakdown per year is:

1. FY23: $696,000.07

2. FY24: $1,291,400.79

3. FY25: $1,291,400.79

4. FY26: $1,291,400.79

5. FY27: $1,291,400.36

Five Year Total Cost $5,861,602.80

This procurement is being done using Sourcewell Contract# 010720-AXN and it expires on February 21, 2024. Per section 2-4152 of the City's Purchasing Ordinance, the City may purchase goods and services through the use of a cooperative contract. Terms: Net 30 days.  Delivery: As requested.
