This is to procure Contract Modification No. 1 for Debris Monitoring and Oversight Services from Goodwyn, Mills, Cawood (GMC) in an Amount not to exceed $600,000.

The City of Savannah Sanitation Department utilizes this contract for debris monitoring management, recovery, and consulting services to support the oversight and management of debris removal and processing contractors in preparation and following a declared emergency activation. This includes disaster debris monitoring and management of debris generated from the public rights-of-way, drainage areas/canals, waterways, and other public, eligible, or designated areas. Cost will be tracked and monitored in accordance with state and federal mandates. The increase is for services associated with Hurricane Helene.

The previous contractor, Witt O’Brien is no longer in the debris monitoring business. As a result, GMC agreed to purchase Witt O'Brien's monitoring division which includes existing contracts and all assets. GMC has requested to take over this contract.

Council approved the original contract for $400,000 on July 11, 2024.  The total amount of this contract including the modification is $1,000,000.
