Description

Purpose

Amend the agreement between the City of Savannah and 225 East President Street, LLC, for parking in the State Street Garage.

Background

Presidents Quarters is planning an historic addition, and the Council in November 2017 agreed to a parking agreement similar to the several agreements that exist with hotels and inns within specified zoning districts. At the September 26, 2019 meeting, Council approved a First Amendment between the City and 225 East President Street, LLC (Presidents Quarters Inn). However, staff erred in its estimate of the inn’s status in the historic review process prior to receiving a building permit. Presidents Quarters will need additional time

Facts and Findings

  1. The November 2017 agreement required Presidents Quarters to begin construction for the expansion of the inn for the agreement to remain effective. The September 2019 amendment provided additional time but based on the inn’s receiving approval for the addition in 2020.
  2. Staff erred in the status of the project. Presidents Quarters will not begin construction until 2021.
  3. Presidents Quarters is continuing through its design process for its planned expansion and has just begun its historical review process. Additional time will be needed for the inn to obtain a building permit.
