The Savannah Airport Commission recommends approval of Change Order No. 1 with Holland & Holland, Inc., for the Terminal Apron Expansion Project. This change order will be for the removal and replacement of unsuitable material encountered during the earthwork stage of the project. During the grading operations several deep pits were found which contained wood and organic debris not suitable for construction. During the period when the Military occupied the Airport, clearing and filling operations were done to complete taxiway infrastructure. In order to expedite the process, pits were excavated and clearing debris was placed in these holes where it remained until now. The Federal Aviation Administration (FAA) was notified of this issue, and of the fact that this clean up could exceed the grant amount for the project based on the limits of what had been found to date. The FAA informed the Airport that, since this was an unforeseen condition, the work could proceed as required to mitigate the situation and the grant would be amended up to 15%.  After the remediation of the site was completed cross sections of the pits and other unsuitable area excavations were calculated which totaled approximately 25,000 cubic yards of material. This material was removed and replaced with suitable offsite borrow for a total overrun of $931,429.68 or 11.6% over the grant amount. This matter was brought before the Commission during the September meeting by the Executive Director.
