| Description This is to procure AI water leak detection survey services with Oldcastle Infrastructure in an amount not to exceed $249,900. The Water Resources Department will utilize the survey to encompass approximately 170 miles of the City Water Distribution System for the first year and annually over the next 5-year period. The first survey will be conducted in the winter of 2025 through 2026 and the winter of 2026 through 2027. This project is being undertaken to meet the City’s GPS Strategic Plan’s - Develop World Class Livable Environment & Infrastructure goal and will ensure the water system will be able to serve the City of Savannah’s neighborhoods and service area efficiently and effectively as the City's service area grows. OldCastle Infrastructure will perform the following tasks: 1. Leak detection and analyses utilizing state-of-the-art Artificial Intelligence (AI) for identification of leaks and their location. 2. Point leak location and quantify the amount of leakage in gallons per minute. OldCastle Infrastructure will identify and physically mark up all validated leaks in the field, ranking all leaks by size – small, medium, and large in GPM, to facilitate repair prioritization. 3. The selected vendor will give leak information, including location, to the City of Savannah Water Resource's Planning & Engineering and Water Distribution Departments, who will create work orders for water department staff to initiate, prioritize, and schedule repair(s). The City has entered into such water leak surveys in the past to evaluate the condition assessment of the City Water Distribution System. The proposal was advertised, opened, and reviewed. The contract term expires on December 10, 2026, also includes four available renewal options. Delivery: As needed. Terms: Net 30 days. The bidders were: 0.2. M. E. Simpson Co. Inc.
