Recommend approval of Contract Amendment No. 1 for engineering services for River Street water and sewer improvements to Thomas & Hutton Engineering in the amount of $75,400.00. 

There are currently two hotels, Kessler and Rockbridge, under construction along West River Street. Construction on these hotels began on May 25, 2017 and is expected to be completed on March 21, 2018. This design contract for water and sewer improvements extends, relocates, and upgrades existing water and sewer infrastructures within the area for timely completion prior to opening of these hotels. 

Originally, the contract with Thomas & Hutton Engineering was for design modifications and construction services during the construction phase of the River Street water and sewer improvement project. SRD, LLC, a private developer, entered into an agreement with the City to share the design and construction of the water and sewer improvements. The City is constructing all public infrastructures within the proposed right-of-ways. The public infrastructure is being constructed concurrently with infrastructure on SRD’s development to perform the following:

- Existing lift station will need to be relocated so that Kessler hotel can do their work on ML King easement area
            - An existing sanitary sewer will be relocated
- Approximately 1,110 LF of new 12” gravity sewer line will be installed
- Approximately 1,000 LF of new 12” DI water line will be installed

This amendment is needed to provide the following:

- Additional engineering services to prepare a construction staging for water, sewer, stormwater, and roadway infrastructure for the proposed project;
- Preparations for and attendance at a public meeting to discuss the project with area businesses and hotel developers;
- Additional Belgian granite block roadway, curb, and crosswalk plans to replace existing cobblestone portions of River Street east of Montgomery  Street and existing asphalt paving west of Montgomery Street;
-  Additional services relating to the bid and construction phases.

This agreement is a sole source because Thomas & Hutton Engineering was selected by the developer to complete the design of the public infrastructure. Thomas & Hutton has already performed extensive engineering services under this agreement.

This contract was originally approved by Council on April 28, 2016 in the amount of $184,000.00. The total amount of this contract to date, including this amendment, is $259,400.00.
