Description Recommend approval to execute an annual contract for an automated school zone traffic enforcement system with Blue Line Solutions. It will be a revenue sharing agreement with the vendor receiving 35% of all paid speeding tickets. The vendor does not receive proceeds if tickets are not paid, and there will be no cost to the City for equipment, set up, or maintenance for the system. This equipment savings totals $200,000 for the City. The Savannah Police Department will use the system to automate school zone enforcement, traffic calming, and improve safety in the Savannah school zones by providing up to 80 Automated License Plate Reader Cameras. This is a sole source because of the vendor’s proprietary technology, that captures a minimum of five images per violation, and proprietary data packing that eliminates any possibility that images can be separated, thus providing for a 100% accurate evidential file. This system is currently being utilized with the same revenue sharing split (65%/35%) as several neighboring school systems and with great success including: Chatham County, Bloomingdale, Port Wentworth, Effingham and several others. | |
