Description This is a notification of an emergency procurement for the excavation and construction of an abandoned Artesian Well with Dustcom Limited, Inc. in the amount of $70,475. An old abandoned underground 72” (circa pre-1900) brick water supply main was discovered in the Stiles Avenue Right-of-Way, across from the Enmark Arena. Dustcom Limited, Inc. was performing the Stiles Avenue paving and utility replacement, and was preparing to install a new sewer main under Stiles Avenue when the old abandoned 72” brick water supply main was found and conflicted with the proposed sanitary sewer main. The old, abandoned water main was also found to be connected to old abandoned artesian wells on Stiles Avenue which previously (pre-1900) supplied drinking artesian water to the City of Savannah.
An opening was cut into the top of the abandoned main to determine what was in the main. Petroleum was observed on the surface of the water, at which point, the pumping operation ceased. The City of Savannah Geo-Technical Environmental Consultant Terracon sampled the product on top of the water and had it analyzed. The results indicated concentrations of Benzene, Toluene, Naphthene, and other hydrocarbons after which the State Environmental Protection Division (EPD) was notified of the sample results. The EPD directed the City of Savannah to re-cap the old abandoned artesian wells to present-day standards to protect the Floridan Aquifer, one of the main water sources for the City of Savannah. The City of Savannah utilized Dustcom Limited to excavate and expose the wells so the City’s Water Supply Annual Well contractor Woodrow Sapp Well Drilling could cap the wells through the City’s annual well drilling contract.
In addition to the capping, Dustcom Limited, Inc. (sub-contractor to APAC Paving, who was the sub-contractor to AECOM on the Enmarket Arena Project), was requested because they were the original contractor most familiar with the wells and the existing utilities on site. Moreover, this did not cause delays or charges to the Enmarket Arena and utility replacement project. Terms: Net 30 days. Delivery: As needed.
