Description This contract is to procure to services to develop and facilitate the execution of a full-scale exercise that encompasses multiple venues, agencies, and response timeframes with Sentinel Crisis Solutions, Inc. in an amount not to exceed $70,000. The scenario will involve a hazardous materials release that necessitates the mitigation of the leak, evacuation of threatened populations, establishment of an evacuation center, and communications/notifications with partner agencies, the public, and businesses in the area.
Staff is asking Council to take action in order for the City to complete a series of exercises that have focused on hazardous materials response and evacuation of at-risk populations. Over the last several years, staff conducted multiple tabletop exercises that brought staff and partners together to improve the City’s plans and procedures. Additionally, the City partnered with FEMA’s National Exercise Division to conduct two functional exercises that necessitated the establishment of an Incident Command Post as well as an Evacuation Center as part of the scenario. The full-scale exercise will be the culminating capstone activity for City staff and partner agencies by creating an exercise that simulates an incident in which staff will respond in real-time and necessitate the opening of an evacuation center for evacuees.
The impact of this action will allow City staff and partners to be better prepared for such incidents as well as practice plans, procedures and actions to respond in time of emergency. Exercising the City’s emergency plans will prepare staff in a realistic environment. This will make residents feel safer in their homes by demonstrating the preparedness levels needed for such an incident.
Savannah has been building its Emergency Preparedness program over the last several years and this in turn, improves service provision to the public to keep them safe and builds capacity in staff to be able to respond appropriately an incident in the City. The unintended consequences would be that City staff would not be as prepared as they could be to respond to this type of incident and may put lives at risk.
The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of the Proposer’s qualifications and experience, including support capabilities, Technical capabilities, Fees, References, and DBE participation goals. Three proposals were received in response to this RFP. The proposal was advertised, opened, and reviewed. The contract term expires on August 22nd, 2025. This contract also includes four (4) available annual renewal options. Delivery: As needed. Terms: Net 30 days.
