Description Rhowe Design + Build, LLC (Rhowe) is renovating a building located at 2517 Bull Street. This renovation is subject to a building permit issued by the City of Savannah. Part of the renovation work involved excavating a section of adjoining right-of-way to connect utilities. During the excavation of this utility work, Rhowe uncovered an underground storage tank (UST) buried in City right-of-way. The tank (and possibly adjoining soils and groundwater) needs to be tested for contents and removed. Since Rhowe is already working on-site and to avoid potential conficts associated with two contractors working in such close proximity, the City and Rhowe have negotiated a development agreement authorizing Rhowe to assess, remove, remediate, and appropriately document the UST and any affected soils and/or groundwater, if applicable. Furthermore, Rhowe will remediate, backfill the void with suitable soils, and then repave the opening upon completion. City will reimburse Rowe for all expenses along with a 15% administrative fee. Rhowe will follow the City procurement ordinance and policy. If cumulative expenses exceed $50,000, staff will submit the expense to City Council for approval. | |
