Recommend approval to procure a code publishing and content management system from enCodePlus in the amount of $87,160.00.  This cloud-based code publishing and content management system will migrate the City’s current and new zoning ordinances, subdivision regulations, and code of ordinances, into the enCodePlus online content management, codification, and code publishing system.  This will enable staff the flexibility of drafting, editing, updating, amending, archiving, and publishing the City’s code and ordinances, or any other guidelines, manuals, or plans to the web, plus access to a number of value-added tools.  The values of this unique cloud-based software include user-friendliness and access, reduced staff time, and the provision of state-of-the-art technology that will reflect positively on the City’s efficiency, transparency, and emphasis on customer support.

This software platform is the only local government offering that enables the City licensed, password-protected access to draft, edit, annotate, update, amend, archive, and publish its planning and development ordinances to the web, in conjunction with Geographic Information System (GIS).  This is a sole-source contract because in the planning and local government industry, there are no other vendors, contractors, or consultants that are able to provide the above-described tools, services, or benefits of enCodePlus. This is a niche offering that is wholly unique to this software solution.

The contract term for this is April 25, 2019 to December 31, 2019.  There are four renewal options available to the City.
