Recommend approval of Contract Amendment No. 1 for the Savannah River Landing (Eastern Wharf) Parking Garage Project with Raymond Engineering – Georgia Inc.  up to $132,000.

The original contract was for engineering consulting services for The Savannah River Landing (Eastern Wharf) Parking Garage Project. It will be a 700-space, above-ground parking garage that will be wrapped with over 300 apartments and first-floor retail space.

Because of the complexity of the project, the City required an agent who can act on the City's behalf during the final design and construction phase. Raymond Engineering will verify that design and construction occur within the parameters set by the City for the project through the development agreement and approved plans. Issues that are identified by the agent can be addressed during the construction phase when solutions are easiest to obtain and potential costs for solutions are lower.   

The property recently caught fire and destroyed apartments and retail space.  This amendment is needed to provide full-time on-site quality assurance (8 hours a day/ 5 days a week).

Raymond Engineering will review fire inspection reports and provide guidance as required to ensure a safe and structurally sound system is in place after reconstructive work is complete. They will also review all requests for information and change orders, along with reviews of pay application and all other associated project documents and provide photographic documentation to the City daily.  This will extend contract terms for another 180 days.

This contract was originally approved by Council on March 15, 2018 in the amount of $489,000.  The total amount of this contract to date, including this 180 day contract extension, is $621,000.
