Description
The Savannah Airport Commission recommends approval of Field Order No. 1 with E.E. Reed Construction, LP for the Jumbo General Aviation Federal Inspection Service Facility in the amount of $140,000.00.
Due to the large aircraft that will utilize the ramp of the Jumbo General Aviation Federal Inspection Service Facility, the subgrade soils have to be capable of supporting not only smaller general aviation aircraft, but also international aircraft such as the Boeing 767. Concrete cannot be placed on weak soils due to anticipated fatigue cracking related directly to the repetitive heavy loading. Soil borings taken in the area revealed pockets of the unsuitable material but the limits were not revealed until the site was excavated to subgrade and proof rolling was performed.
EE Reed was the low bidder on this project. It is a unit-price contract. The low bid was determined by multiplying the estimated construction quantity by the contractor's bid unit prices for each item in the contract; the low total price was awarded the contract. There is a contract unit price for unsuitable excavation to remediate poor soil encountered during construction, but not to this extent. This Field Order authorizes the contractor to exceed the contract amount for this item, which will be quantified in the summary change order at the end of the project.
