Description

This is to procure a Multimodal Transportation Implementation Plan from Kimley-Horn & Associates, Inc. in the amount not to exceed $500,000. Kimley-Horne and Associates, Inc. will prioritize mobility for the City by integrating transportation modes, prioritizing key projects to boost mobility and economic growth, setting Vision Zero-focused goals, ensuring equitable access, reducing delays, and promoting safety and environmental sustainability. Referred to as Savannah MOVES: A Greenprint for Our Future - Mobility and Sustainability for Our Residents, Businesses, and the Environment, the initiative will focus on five key areas:

- Multimodal: Integrates transportation modes (cars, buses, bicycles, etc.) into a seamless system for all residents and visitors.
- Optimize Opportunity: Prioritizes key projects to maximize benefits, boost mobility, and support economic growth.
- Vision and Values: Establishes short- and long-term goals, with a focus, on sustainability and Vision Zero to eliminate traffic fatalities.
- Equity and Efficiency: Ensures equitable access and reduces delays, providing opportunities for all residents.
- Sustainable and Safe: Promotes environmentally friendly practices and safety for all users.

The Plan will foster continued collaboration with the Chatham County-Savannah MPC and CORE MPO to meet regional growth while assessing planned projects that include cost estimates and schedules in order to accelerate delivery. Additionally, the Plan aims to create a secure, interconnected network of non-motorized transportation options, improving safety, equity, and sustainability. It will focus on first and last-mile transit connections, reducing single-occupancy vehicle trips, and prioritizing traffic calming, transit, walking, cycling, and micro-mobility.


This contract is for a duration of 15 months, with the option for four (4) renewals, each lasting 12 months if all contracting parties agree and the services provided by the vendor have been satisfactory.

 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications and experience including support capabilities, approach, references, fees, Savannah First, and DBE participation.

 

Three (3) proposals were received in response to this RFP. Of those, two (2) proposals were shortlisted and selected for an interview before a selection committee of City staff. The fee proposals for the two (2) shortlisted firms were then opened and the proposals were fully scored. 

 

The proposal was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days. The proposers were:
