Title Authorize the City Manager to Execute Contract Amendment No. 1 to the Construction Contract for the Police Headquarters Renovation project to Johnson-Laux Construction in the amount of $3,675,000. This second phase of construction will include the removal and reconfiguration of existing stairways, the addition of ADA ramps, fire safety and security-related MEP upgrades, and renovations to the walls, floors, and ceiling within the SARIC unit offices. Description The scope of work for Phase 2 of the Police Headquarters Renovation project is to ensure the City of Savannah's full compliance with the Americans with Disabilities Act (ADA) and adherence to all applicable life safety codes. This phase will include the removal and reconfiguration of existing stairways, the addition of ADA ramps, fire safety and security-related MEP upgrades, and renovations to the walls, floors, and ceiling within the Savannah Area Regional Intelligence Center (SARIC) unit offices. Phase 1 of the project included building envelope repairs and interior renovations. The building envelope repairs included replacing the windows, complete replacement of the HVAC system, repointing portions of the exterior brick, and adding insulation to the exterior wall. The interior repairs included asbestos and lead abatement, new flooring, new IT infrastructure, creation of new office space, replacement of light fixtures to LED fixtures, upgrading the hot water system, replacing the ceiling tile, replacing the dated wall treatments, and new painting. The State of Georgia’s job order contract is being used to perform this project to meet time constraints and city ordinance requirements. The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small to medium-sized projects for repair, alteration, modernization, rehabilitation, renovation and minor new construction to infrastructure, buildings, structures, or other real property. The State of Georgia used a competitive bidding procedure to select contractors to perform these services for this project. The general contractor will be Johnson-Laux Construction. The original contract for Police Headquarters Renovation (Phase 1) was for $7,800,000 and was approved by the City Council on December 8, 2022. The total contract amount for both Phases 1 and 2 will be $11,475,000.00.
