Description

Staff requests approval to declare surplus and sell the City-owned property located at the Northeast corner of Liberty Street and Martin Luther King, Jr. Blvd (PIN 20031 10007), this parcel contains +/- 0.12 Acres.  The property is currently underutilized as a parking lot.  The highest and best use is placing this property back on the tax roll for commercial development.  Additionally, staff requests approval to declare surplus and sell +/-10,000 SF; equating to 0.23 Acres of adjacent right-of-way (R/W) surrounding the parcel.

This R/W is no longer needed.  Properties fronting this R/W have alternate means of access.  A buyer would be responsible to relocate any City utilities as part of their development plan for the property.

If the parcel is declared surplus and available for sale, and in accordance with state law, staff will prepare and issue a request for proposals (RFP) soliciting sealed bids for prospective buyers.  The City will utilize its annual contract with Collier’s International (real estate broker) to market the property.  Proposals will be evaluated by an interdisciplinary committee of staff, and a recommendation of the highest responsible bidder will be made to City Council for award.  Half of the R/W would be offered to the buyer of the parcel and the other half to other adjoining property owners.  If the adjoining property owners don’t want to purchase their half, then the Buyer would acquire the remaining R/W.
