September 24, 2020 City Council Regular Meeting
Title
22. Authorize the City Manager to Sign an Intergovernmental Agreement with the Chatham County Board of Registrars to Enhance the Local Voter Experience
Strategic Priority
Good Government
Description

The Intergovernmental Agreement (IGA) provides the framework whereby the Chatham County Board of Registrars (BOR) and the City of Savannah will work together to enhance the voter experience by providing ballot drop-boxes within the City limits. Four of these drop-boxes will be placed on four City properties, as follows: 1) Civic Center, 2) Liberty City Community Center, 3) Carver Village Community Center, and 4) WW Law Community Center. The drop-boxes will allow voters to simply deposit their ballot into the drop-box instead of waiting in line to vote in person.

Per the IGA, the City will pour a small 2’ x 2’ pad to support the drop-boxes. The BOR will acquire and install the drop-boxes; operate them in compliance with all laws and regulations; and reimburse the City for the cost of installing the concrete pad. The City will provide 24-hour video surveillance of the drop-boxes via existing cameras and make the footage available to the BOR upon request. Any computer hardware cost needed to store the footage will be reimbursed by the BOR up to $2,000. Recommend approval of the IGA with the BOR to enhance the voter experience within the City of Savannah.
