29. Motion to Authorize the City Manager to Execute an Annual Revenue Generating Contract with Everready Recovery and Towing for Towing of Abandoned Vehicles ($67 Per Vehicle Towed) (Event No. 7317)
Recommend approval to authorize the City Manager to execute a revenue generating annual contract with Everready Recovery and Towing for towing of abandoned and derelict vehicles. Under this contract, the contractor will pay the City of Savannah $67 for each vehicle towed. The contract will provide for removal of abandoned/derelict vehicles for the City of Savannah Code Compliance, Mobility and Parking Services, and Savannah Police Departments. Also covered in this contract are other towing requirements including illegally parked vehicles for Savannah Police and Mobility and Parking Services Departments (MPSD), vehicles involved in Savannah Police Department drug arrests, and immobilized vehicles for MPSD. Without an annual contract, the City would not be able to keep up with the volume of abandoned and derelict vehicle removals within the City.
While Savannah Towing & Recovery, Inc. offered a higher revenue to the City for the towing of vehicles, this firm has previously failed to perform the requirements of this contract. Per Section 1.7 of the terms and conditions, “The City reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid from a bidder whom investigation shows is not in a position to perform the contract.” As such, Savannah Towing & Recovery, Inc. is not being recommended for award.
The contract term shall be from October 24, 2019 through December 31, 2020.
